    RATS AND FLEAS. The Riddle of the Plague and How it may be Solved. By WALTER R. HADWEN, J.P., M.D., L.R,C.P., M.R.C.S., &c. (President of the British Union for the Abolition of Vivisection). i CIENTIFIC men are greatly worried, and the scientific men, in their turn, are worrying the Indian Government. The Government are worrying the natives of India, and the natives are worrying rats. Three-pence per dozen is the handsome price placed upon the heads of these intelligent rodents, and little boys in Indian villages, and all the grown-up men who have nothing better to do, are hunting rats and proudly bringing them up to the medical stations, and smilingly depositing them by the thousand before the wise-looking British representa- tives. There is another way of earning money. Natives are hired to visit the market-places, to depict in glowing language the horrors of plague, and to preach the gospel of salvation by —vaccination. And every man, woman, or child who yields to the persuasive eloquence of the dark-skinned apostle of the new covenant, who stands with a syringe full of liquid filth in his left hand whilst he emphasises his sentences with his right, receives the sum of sixpence as a governmental bribe.
