And we state that the several Contracts entered into by the Vestry during the year ending 25th March, 1881, are specified in the foregoing statement of such Con tracts marked B. And that the moneys owing to, and the Debts and Liabilities owing and incurred by such Vestry respectively are, to the best of our belief, specified in the fore going statements of such Credits, Debts, and Liabilities respectively, marked C. And we further wish to state that the manner in which the Accounts are kept has met with our entire approbation. And we beg to thank Mr. Dethridge, the Vestry Clerk, and his Assistants, for the able and courteous assistance they have rendered us during the investigation. We would add that, having in view the statement made by the President of the Local Government Board, in reply to a question asked by Mr. Firth in the House of Commons on 8th February, 1881, we are of opinion that, under the existing state of the law, the ex amination by us of the Parochial Accounts of the Parish of Paddigton is practically of no effect, as the said Act gives us no power to enforce payment of the surcharges.
