The two heads of the eagle are labelled Justitia and Clementia (justice and clemency). The eagle holds in its talons batons labelled "Ab occasu soli[s] tempori coedit ab ortu" (from the setting of the sun, from the rising of the sun, it [i.e. the world] yields to time)
