![vaccination is meant to protect their children, having never seen or heard of Smallpox. It is therefore not surprising that this protection is not in demand and that the greatest increase is noticed among those who have to be compulsory vaccinated to go abroad. t here were I f.‘> children under Id who received primary vaccinations and dS over lo years, while :5 under 15 were re- vaccinated and 28 were re-vaccinated over 15. VACCINATIONS AGAINST SMALLPOX. Age Group. Primary Vaccinations. Re-vaccinations. Under 1 year 119 — 1 year 13 ■— 2—4 years 7 — 5—14 years 4 3 15 years and over 58 28 NATIONAL ASSISTANCE ACT, 1938. Section 47. Powers are given to the District under this Act to remove to Hospital or Home any persons found to be living in insanitary conditions and unable to care for themselves by reason of ill- health and having no other persons willing to care for them at home. When compulsory powers are taken it is necessary to apply to a Court for confirmation, and the Court may order the person to be returned home if they think fit. Officials of the Council are open to public criticism wdiat- ever course they adopt in these cases. They may be told that they are acting like Dictators for removing a certain person ; on the other hand they can be accused of neglecting their duties by not having removed any person who may have been found living alone in a neglected state. The question of when to remove any person from their homes by compulsion is always fraught with difficulties, and should only be used in the most urgent of cases, for it does infringe the liberty of the person involved.
