    Committee and obtain their special sanction thereto, submitting where possible an approximate estimate of the cost, provided that no repair—the cost of which exceeds £100—can be ordered by the Sub-Committee, unless the order is approved and signed by at least three of the members at a meeting of the Sub- Committee duly summoned upon notice that the proposed expenditure is to be considered thereat. Provided also in the case of any such repair as aforesaid being urgent, and it not being possible to first obtain the Sub-Committee’s order the Steward shall not be prevented from carrying out the same with dispatch, but he shall in such case report the facts at the next meeting of the Asylum Sub-Committee, stating the reasons for urgency and asking for the Sub-Committee’s approval thereto. 14. He shall be responsible for the proper distribution of all provisions to the wards, and shall take care that no person, except the officers of the Asylum or attendants, remain in the kitchen whilst the provisions are being cut or served up. 15. He shall on no consideration issue to any person in the establishment any article of consumption beyond the ordinary rations, nor supply to any ward any rations beyond the quantity originally weighed out, unless under the written order of one of the Resident Medical Officers, the cause for the same to be specially reported to the Sub-Committee at their next meeting. 16. He shall, under the direction of the Sub-Committee, supervise and direct the garden attendants when employed on the estate, the labourers employed on the farm, and manage with the aid of necessary assistants, all the grounds, gardens, farm and live stock connected with the institution. He shall keep accounts of the same and all the produce thereof, and its appro- priation. He shall also have charge of the various workshops in connection with the Asylum and the workmen employed therein, and also assist the Medical Superintendent in promoting the employment of the patients in the workshops, gardens, farm and grounds of the Asylum. 17. He shall, at those Asylums at which there is no Resident Engineer, for the purposes of discipline and of carrying out the orders issued by the Asylums Engineer, have the direc- tion of the workmen, artizans and labourers engaged in engineering and other works, in the absence of the Asylums Engineer. 18. He shall not receive any money for sales connected with his department, and all such money shall be paid directly to the Clerk of the Asylum, who shall be held accountable for the same. c2
