![To the- Chairman and Mcmb.,rs of the Conglcton Rural District Council Mr. Chairman, Ladies and Gontlomcn, I have the honour to present to you the Annual Report for the year 1970. The population has once again increased, this time by appre xirnatcly 270 persons, and new stands at l8,300, Thv.re has been an increase in the number of births in a higher ratio to that of the incrK,ase in the number of deaths implying that the population m.'ving into our area is of the younger age group. The incidence of infectious disease continues to be relatively low v;ith th., cxoe].ticn of measles. It is hoped that this disease will also steadily disappear v/ith the increased use being mad^ of the vaccine which has been found to be very effective in preventing the sjjrcad of this disease. The number of cases of dysentery notified at fourteen is higher than appears in our neighbouring Districts and this may be accounted for by two reasons, namely that wo hav;. a large hcsp.ital for mental retardation in the area, and it is in institutions of such a nature th^t frequently cases occur, and also we have a V. ry active Practice in' Holmes Chapel who take a go«-d deal of trouble in diagnosing cases cf diarrhoea and vcmiting. There is no d-'ubt that a. good deal of dysentery and fO'd pedsoning occurs in the Country at large which is not properly die. nosed and c^.rtainly nev^r notified. I should liki. to remind the Council that both dysentery and food poisoning are notifiable dis'^ases. I would also like to drav/ attention to the groat deal of work being carried out by our Public Health Dcpartm.nt. In addition to the general Public Health duties Mr. Kirkham ma.nages very v-ffoctively the Refuse Collection service and supervises it’s proper disposal. This has been one of the most successful departments that the Council has operat-^d ovv.r the past twenty years since it took on the responsibility for refuse collection and disposal as opposed to having contractors to do the job. I v/ell remember when th^ discuss^ cn took ;.'lacc at the Public H'j-alth Committee and how our present Chairman, Ald.rman Hollinshoadj had to contend with tremendous oppositirn befere the Council would accept a comprehensive scheme.
