    23 REPORT, 1890-91. 21 acres, for the purpose of a Recreation Ground for Paddington has been subscribed by the outside public, the other half of the cost, not exceeding £25,000, be found by the Vestry under the provisions of the Metropolitan Open Spaces Act, 1881. (b.) That the Ground, when acquired, be vested in the Vestry of Paddington as the Local Authority for the Borough. (c.) That one acre of the said Ground be reserred for the period of five years from the date of the acquisition of the Ground by the Vestry, for the purposes of an unsectarian Polytechnic Institute, and in the event of such Institute being established within that time, the said acre of land shall be con veyed free of charge to the Institute when duly incorporated. (d.) That the management of the Ground be vested in a Committee of twenty-one Members, ten of whom shall be appointed for life and elected by the Subscribers to the Fund in such manner as they alone in general meeting shall decide; the other Members shall be appointed by the Vestry. In the event of any vacancies whatsoever occurring, the same shall be filled up by the Vestry. Every person elected by the Vestry shall retire at the expiration of three years from his acceptance of office, but shall be eligible for re-election. (e.) That the Ground, when acquired, be open to the public free of charge for admission, and for the purpose of promenading and viewing the games and
