    D comes the paramount duty of those who have the welfare of the race and the welfare of the country most at heart, to lay foundations of reform and renewal with the most complete knowledge of all the facts that they can procure. I am sure also that you are right in emphasising the double duty:of the individual to the community and the community to the individual. The individual is bound to serve the community with the best strength of body and mind that he has, but it is also the duty of the community - to secure that the weakest individual shall have the fullest opportunity for living his life in health and honour, so _ that it may be a life worthy of a human being. .‘* The particular subject which the Conference is to consider is one of the most vital it could consider. Far- reaching issues are involved and the question must be approached with many considerations im view. But here again there can be no doubt that the getting of know- ledge is of quite first-rate importance.”’ His Grace the Archbishop of York wrote :— ‘¢T have been greatly impressed by the combined width of outlook and thoroughness of work by which the cam- paigns of the Council have been marked. I trust that the Conference may give to the multitudes of citizens who are eager to advance the moral and social welfare of the people, inspiring vision and wise direction.’’ Lord Denbigh wrote :— ‘““I feel that everybody of whatever creed, who is appalled by the tendencies of the present dav all tending to destroy religion, discipline, character, industry, and health, should come together for the purpose of com- bating these evils. ** At the back of them all the housing question looms as the great cause of discontent, immorality, ignorance, and loss of infant life. : . ‘‘ Besides rectifying the shortcomings of this great problem, which I am afraid will take some time, there is much more to be done in the directions indicated by your pamphlet, and I wish the movement every success.’’ The Lord Bishop of Birmingham read a letter from Lord Lansdowne apologising for his absence, as he ‘was still confined to his bed and suffering great pain.
