Bolivia and Ecuador both set up in 1937 official centralising authorities, placed, in the first case, under the Ministry of Labour and Social Welfare and, in the second, under the Ministry of Social Welfare. Mexico set up in 1937 a Department for Child Welfare. France organised in 1938 the Permanent General Secretariat of the High Council for Child Welfare, established in 1937 under the chairmanship of the Minister of Public Health.1 3. CHILD WELFARE (CODES AND GENERAL LEGISLATION) In Switzerland, a new Penal Code (dated December 21st, 1937) was adopted by national referendum on July 3rd, 1938; it is to come into force on January Ist, 1942. The interval of three and a-half years between the date of the referendum and that on which the Code will take effect is designed to allow each canton in the Swiss Confederation to adapt its own legislation to the provisions of the new Federal Code. The Information Centre has prepared an extract of those articles in the Code which deal with minors and with the family; the extract has been submitted to the competent Swiss authorities for approval. 4. CINEMATOGRAPH Steps have been taken in Belgium to facilitate and extend the use of educational and scholastic films, by means of a royal decree specifying the functions of the Educational and Scholastic Cinema Centre of the National Scholastic Museum. A further decree amends, supplements and co- ordinates the provisions relating to the supervision of films for the purpose of determining which films may be shown at performances announced to the public as suitable for families and children.
