![cannot be secured on board of such vessel; and such con- finement may continue during the quarantine of such per- son, or until he shall be proceeded against in due course of law; and the expense thereof shall-be charged and collected as in the last preceding section. {Same ch. § 21.) whom 'to be § 26. Any person aggrieved by any decision, or order or direction of the Health Officer, may appeal therefrom to the Mayor and Commissioners of Health of the city of New York, who shall constitute a Board of Appeal; the said Board shall have power to affirm, reverse or modify the decision, order or direction appealed from, and the decision of said Board thereon shall be final. (Same ch. § 22.) madea1' how ^27, ^n aPPeal *° the Board of Appeal must be made by serving upon the Health Officer a written notice of such appeal, within twelve hours (Sundays excepted) after the appellant receives notice of the order, decision, or direction complained of.
