The author hits always been calm and judicious in his statements, has1}asod his con- clusions on much study and personal experience, has been able to grasp his subject in its entirety, and. above all, has conseieiitiously adhered to truth and fact, weighing the evidence, pro and ro7i, accordingly. A considerable amount of new material has been introduced, and altogether the distinguished author lias reason to be satisfied that he has placed the work fully abreast of the state of our knowledge.—ilfcd.
