    lie must be thoroughly conversant with Public Health Law, so that he is able to justify his demands upon those with whom he converses. He must understand the hygienic method of plumbing and building construction, and also be able to justify his attitude to food purveyors when dealing with unsound food. He has to be just to the owner, and yet safeguard the health of the occupier. Whatever an Inspector’s qualifications are, he should be a man who is capable of taking a reasonable view of matters as they are pre¬ sented to him. Undoubtedly, consultations have done more towards the progress of public health than any other measures adopted. It is the personal element which convinces your consultant of the question under review, whether by sound reasoning or practical demonstration.
