![Advisers. Recruitment 6.61 The Department of Health has systems in place to ensure that external recruitment is carried out on the basis of fair and open competition in accordance with its policies and with the requirements of the Civil Service Commissioners’ Recruitment Code. These systems are subject to internal checking. An external audit of the Department of Health’s systems in 1997 found them to be satisfactory. 6.62 The number of successful candidates in external competitions is shown in Figure 6.4 and, as required by the Code, gives the number of women, ethnic minorities and disabled people successful at each level. All recruitment was conducted by fair and open competition in accordance with the Recruitment Code, apart from the following permitted exceptions (where exceptions were made relating to the Senior Civil Service, they were with the permission of the Office of Civil Service Commissioners): - 18 casual staff were made permanent; - 12 Fixed Term Appointments were made permanent; - 3 inward loans were made permanent; - 1 inward secondment was made from the NHS; and, - 28 inward loans were made from other Government Departments. 6.63 A new permitted exception was introduced by the Commissioners in April 1998 to assist the long-term unemployed through short-term Civil Service appointments. The appointments are for up to a maximum of 3 years and are restricted to unemployed people eligible for support under special Government programmes, e.g. the New Deal. Two appointments were made under New Deal provisions during 1998.
