    Drains. There has been far less cause for complaint this year about noxious smells from the storm water drains. With the in¬ crease in the number of sewer connections there is less sullage water being emptied into these drains, which was the chief cause of nuisances. The flushing of drains was carried out bi-weekly: Extensions and improvements to the drains in the Pond District and on sections of East Bay Street have been made by the Public Works Department. Street Sweeping and Garbage Collection. These services continued to meet all requirements satis¬ factorily. Litter receptacles have been placed along Bay Street, also a few barrels placed on waterfront properties to try and re¬ duce the scattering of litter over the streets, etc. Results have been very satisfactory and further receptacles have been ordered. An item has been inserted in the Draft Estimates for the purchase of a new garbage truck to replace one of the trucks which is almost worn out. Lowlying Areas, With the co-operation of the Board of Pilotage the Health Board was able to place sand dredged from the Harbour at the disposal of the public for the continuance of the filling in of lowlying and swampy areas. Marked improvements have been made in sanitation, especially in the Pond District and areas on Dowdeswell Street in this way. X have the honour to be* Sir, Your obedient servant, H. P.
