ACE. sections, I have not only ventured to offer suggestions, founded on a long course of medical experience, for the more effective working of our present Sanitary Laws, but have hinted at an improved system of Hygienic Legislation for the future. Finally, in writing these Notes and Commentaries, it has been my most earnest wish to impress on the mind of every good citizen the value and importance of the science and practice of Preventive Medicine. He will remember that economy and prudence alike dictate adhesion to the principle which I have endeavoured to maintain, which was well understood by that people who gave us the brief but comprehensive maxim:— Solus jpopuli sujprema lex.
