Tlie District Council have not instituted any proceed- ings with a view to smoke abatement, but 9 warnings have been issued during the year, and the Police have taken action against residents throaigh the chimneys ot their dwelling-houses being on fire. 289 observation,s of smoke frf)m factory, etc., chimnevs were made. At a Conference of Local Authorities held in IManches- ter on the 27th November, 1924, and attended by the municipal representatives of 102 local authorities within a 15 miles radius around Manchester, it was decided to form a Committee entitled The Manchester Pegional Smoke Abate- ment Committee to investigate the question of atmospheric pollution by smoke. An Executive Committee was appoin- ted, upon which your Sanitary Inspector (l\Ir. Frank Schoheld, A.R.San.I.), had the honour to be elected a member, to consider the following terms of reference:-— To consider and submit afterwards to the .Toint Committee ]),reposals which shall have for their object the ])nrificatin,n of the atmosphere in the areas repre- sentcid, and fo-r this purpose, to include in their consider- ations the possibility of effecting a standardization of proc(^ed\ire of the observations of smoke emission ; of the ])ermissible smoke emission periods ; of a<dion taken by the local Health Authority, and of the type of cases in which legal ju-oceedings should bo taken.
