In the foreground is a caterpillar representing Archibald Philip Primrose, Earl of Rosebery. The second caterpillar resembles Sir Henry Campbell-Bannerman, and the third one John Morley, 1st Viscount Morley of Blackburn: both were British Liberal politicians of the time. The "Newcastle programme" was a Liberal manifesto adopted in Newcastle-upon-Tyne in 1891; it included Irish Home Rule and other Liberal measures.
