![President may summon a meeting of the Council or Board, as the case may be, at •such time and place as to him shall seem expedient by letter addressed to each member. 13. At every meeting in the absence of the President some other member ProceeriiDps of present shall be chosen to act as President, and all acts of the Council or Board shall be decided by the votes of the majority of the members present at any Board, meeting, the whole number present being not less than four in the case of the Council, and three in the case of the Board, and at all meetings the President for the time being shall, in addition to his vote as a member, have a casting vote in case of an equ.ality of votes. 14. The Council or Board shall have power to appoint an executive committee Council or out of their own body of which the quorum shall not be less than three, and to ■delegate to such committee such powers and duties vested in the Council or Board committed” as the Council or Board shall think fit. 15. The Council or Board may respectively from time to time appoint a Secretary at a reasonable salary, and may by resolution remove such Secretary from his office. 16. After the first election of members of the Council or Board respectively the provisions of the eighth section of this Act, shall, mutatis mutandis, regulate all future elections of a member or members of the Council or Board, as the case may be, but the pereons entitled to vote at any such future election shall be medical practitioners or chemists and druggists, as the case may be, as defined by this Act, the Secretary of the Council or Board, as the case may be, may attest as genuine the signature of any elector, and the provisions of thus Act shall apply to the Council or Board and the members thereof respectively who may hereafter be appointed or elected after such first election.
