    12 The following table shows the County, urban, and rural birth-rates for the year 1924, also the rates for each year in the preceding decennial period. The birth-rate for 1924 shows a reduction as compared with 1923 of 0-75 per 1,000 for the whole County, 0-80 in the urban districts, and 0-43 in the rural districts. The County rate was 2-3 per 1,000 below the average for the whole of England and Wales. Compared with the mean of the 10 years 1914-1923, the County rate in 1924 showed a decline of 2-30 per 1,000. The number of births in 1924 and the birth-rates of each borough, urban, and rural district are given in Table ” 13,’’ page lb. In 15 County districts the births were fewer in number than the deaths. The highest district birth-rates in 1924 were as follow :— Haydock 25-7, Irlam 24-1, Ince-in-Makerfield 23-0, Whines (13.) 22-8, Fleetwood 22-7, and Carnforth 22-2. The lowest birth-rates were in Fulwood 8-7, Grange-over- Sands 9-2, Brierfiekl 10-1, Little Crosby 10-b, Barrowford and
