![Power of majority. 21.—All Acts of the llourd shall he decided hy a majority consistinj; of not less than four members thereof. Presiiloiit only casting vote. 22.—At all meetings the President shall have a casting vote only. lie.sjiecting moneys of I3o.ar<l. 23.—All monies forming part of the funds of the Board shall be held by the Treasurer and applied only to the efficient enforcement of this Act, and no money shall be paid by the Tr-easurer excepting by order from the Secretary signed by the President. Duty of Registrar. 24.—It shall be the duty of the Kegistmr to keep his Pegister neat and correct and in strict accordance with the provi.sions of this Act, and open at all times to the inspection of the other meinbers of the Board. (,r oiiiit to apply to 1)0 SO Higistered, shall not be entitled to any of the rights or privileges con- ferred by the provisions of this Act, so long as such neglect or omission shall continue. Persons registered 26.—Aliy pcrsoii registered under this Act, but who degrees'^obtained any bigher degree or dijiloma other than tliat already recorded in the liegister, shall be entitled to have the same in.serted in the Pegister either in addition to, or substitution for, those previously registered. Recovery of 27.—Every person properly registered under this Act 1‘erXr.actiS^^^ sluill be entitled to practice medicine, surgery and midwifery in any part of this Colony, and to demand and recover in any Court of Law reasonable charges for professional aid or advice, together with the, cost of any medicine, or other medical and surgical aiipliaiice supplied by him. 28.
