![strictly connected with the working of the ship. ] am permitted in this place to quote the valuable expe- rience of Dr. Dickson, It. N., Medical Inspector of Hei Majesty’s Customs, who says: c I have often found the crew accommodation of the smaller vessels to be exceed-:- ingly defective, and it is marvellous that more sickness-.- does not existand of Dr. Letheby, who (in the report; above quoted) says : ‘ In nearly all cases the sleeping accommodation is very insufficient, for the sailors- berths are in the forecastle, where the space is limitet and the ventilation most imperfect.’ An official report respecting vessels belonging to Sunderland and Sea ham, a great many of which trade to London, record: that the ‘ forecastles of the ships are in a bad sanitar condition in height, length, and breadth, lumbered u] with stores, the want of sufficient space, and the leak^ condition of the deck overhead. The space is ver badly disposed of, or badly an-anged, the same varying in height from only 3^ feet upwards, which I consider i not fit at all for men to live in.’ The evidence of thes- latter authorities, with that adduced in my report fou years ago, goes to prove the magnitude of the evil enumerated; and the result of an inspection, as detailei above, shows that these evils still exist, because th legislative enactments at present in force are frequent! ignored, and are, moreover, insufficient. I m'a here call the attention of my readers to a lette which appeared in the Times of the 18 th Marc! 1869, on this subject, and a leading article thereupon both of which endorse the correctness of the foregoin remarks. Next, as to the means provided for the hygieni control of the port.
