![[4] Special Reports. During the year one special report was made by me at the request of the Local Government Board—a report on the Scarlet Fever epidemic prevalent throughout the year. This was made under date December 2nd. A report on a case of Smallpox within the District was also sent under date 24th July. A monthly report, showing sickness and deaths within the District, wras also sent to your Authority and to the Cornwall County Council, on forms supplied by the latter. Tables A and B.—Vital Statistics and Comparison of Rates for District generally, and of Death Rates within the separate localities, for years 1892 and 1893. I nowr ask your attention to the enclosed tables, showing the incidence of infectious diseases and deaths on the sub-localities comprised within our District. Table A shows the births within the year to have been 171 (99 males, 72 females), the deaths 118 (53 males, 65 females)—a natural increase of 53 persons. The birth rate is 28.68 (last year 31.37), the death rate 19.79 (last year 14.09). The infantile mortality is 157.89 (last year 106.95). The following table shows the distribution of deaths between the sub-localities and their respective death-rates, while the last column shows, for purpose of comparison, their death-rates for 1892. Newlyn exhibits the largest proportional increase on last year’s rate, while Mousehole (whose rate is, however, a little increased) has more markedly than ever the lowest death-rate of the 3 localities. Analysing Table A, you will see that the higher mortality of the country district is largely due to the number of deaths under 5 years of age, while in the case of Mousehole under all ages above 15 comparatively few deaths are recorded. These features are also observable in last year’s report. I do not know what may be the correct explanation of these differences. Preventable Disease. The difference between the death-rates of the District for 1892 and 1893 are at once explained on glancing at the zymotic death-rates for the 2 years. Subtracting these largely preventable deaths from the deaths due to other causes, we arrive at something like the same figure for both years ; thus— 1892. 1893.
