![3ft Adoption of Children (Regulation) Act, 1939. The Adoption of Children (Regulation) Act, 1939, was brought into operation on 1st June, 1-943. The object of the Act is to regulate the making of arrangements by Adoption Societies and other persons in connection with the adoption of children, to provide for the supervision of adopted children by Welfare Authorities in certain cases and to restrict the making and receipt of payments in connection with adoption of children and for other purposes in connection with the above matters. The County ]Council’s Child Protection Visitors will carry out similar duties under the Adoption of 'Children (Regulation) Act, 1939, to those they now perform under Part VII of the Public Health Act, 1936, and the necessary arrangements have been made accordingly. Midwifery Service. (a) General. Particulars are given below of the number of midwives employed tjunder the County Scheme at the end of the year 1942 together with the number of cases attended during the year. Midwifery. Maternity. 17 County Council Midwives .. 848 182 23 Welfare Council Midwives .. 1,052 .. 364 (b) Practising Midwives. At the end of the year there was a total of 314 prac- tising midwives in the area for which the County Council is the Local Supervising Authority. The total number of live births and still births which occurred in 1942 n the Administrative County, excluding Barking, Colchester, Dagenham, Ilford, - Leyton and Walthamstow Boroughs, was 12,585 and of those 7,714 (61.3 per cent) vere attended by midwives in the capacity of Midwife and 2,777 (22.07 per cent) as Maternity Nurse. 2,156 records of Medical Aid having been called in by State Certified Midwives vere received during the year. Sssex County Nursing Association. The arrangements referred to in last year’s report whereby the County Council y )ay the deficit on the Association’s accounts at the end of each year were continued. The Association continues to render invaluable assistance in maintaining an > i.dequate Midwifery and District Nursing Service, particularly in the rural parts of she County. Essex is justly proud of its County Nursing Association and there is no doubt \ hat without the provision of District Nurse-Midwives employed by the Affiliated > Associations the County Council would be faced with the difficult task of providing (Dhole-time midwives to replace them at much greater cost. tostel for Mothers and Babies. On 15th May, 1943, this Hostel, which is situated at Buckhurst Hill, was opened t pr the reception of Mothers and Babies after confinement.
