![Hereford. March. 1004. To the Chairmen and Members of the Rural District Councils formim* the Herefordshire Combined District. Gentlemen, I beg to lay before you my Annual Report for the year 1903. As some of the information contained in the Report may appear to be recorded unnecessarily, and it is possible that members of the Council may consider I am telling them something which they already know a great deal better than I do. I should state that in a memorandum as to their Annual Reports issued to Medical Officers of Health by the Medical Officer of the bocal Government Board. Mr. \V. II. Power. C.R.. E.R.S.. says: “ It should be remembered that these Reports are for the information of the Board and of the County Council as well as of the Council of the district, and that a statement of the local circumstances and history of local sanitary questions which may seem superfluous to the latter mat often be needed by the former bodies.’’ t desire to call your attention to the remarks upon illegiti- macy upon ]). 5. upon water supplies on p. 15, upon the pro- vision of earth closets on p. 12. and to the section dealing with schools on p. rc). The requirements of the Districts are— r. The provision of Isolation Hospital accommodation (except in Bromyard, Hereford, and Weobley). 2. The adoption and circulation of Regulations with respect to Dairies, Cowsheds, and Milkshops, based upon the new series of the b.G.B. 3. The adoption of Bye-laws with respect to Hop-pickers and Fruit-pickers. 4. The substitution of Earth-closets for Privy-closets. 5. The better construction of Wells. 6. The more general provision of Rain-water Gutters on houses. 7. A better Water Supply (in some localities only). I am.
