![NATIONAL ASSISTANCE ACT, 1948 Persons in Need of Care and Attention. Sec. 47. 'I'his section gives statutory powers to a Local Auth- (-rity to a])i)ly, to a Court of Summary Jurisdiction for an Order for the removal of a person in need of care and atten- tion to suitable accommodation. Legal action has been taken in several instances but only as a last resort. When such cases arise every attempt is made to meet the require- ments of the person through the Home Nursing and Dom- estic Help Services and other voluntary assocHtions It .L only in these circumstances, where the social services could net possibly meet the requirements, that the District Med.’- cal Officer, in the interest of the person, recommends his -\uthority to apply for a Court Order authorising the re- moval to a hospital or home. Welfare of the Blind. The welfare of the blind under Section 2 of the Blind Persons Act, 1938, was the responsibility of the Health Committee. Some of the duties were delegated to the North Wales Blind Society, while the Hea’th Department was res- ])onsible for the medical examination and registration of the l)Iind. Lentil 1951, these duties were retained bv the Health De])artment but on the transfer of the Home Teachers from the North Wales Blind Society to the Welfare Department, I was instructed to transfer the Blind Register and the medical documents to the Welfare Department. The only function remaining with the Health Committee 's to ar ange for the examination bv an Ojdithalmolog'st of all applicants for registration as Blind Persons. 92 persons were examined, of whom 60 were certified as being blind within the meaning of the Act, and 21 w’cre certified as partially sighted.](https://iiif.wellcomecollection.org/image/b28840859_0080.jp2/full/800%2C/0/default.jpg)
