![PREFACE. To the Chairman and Members of the Public Health ; Public Assistance and Housing Committee. Mr. Chairman, Ladies and Gentlemen, Annual Report, 1940. Owing to the stress of circumstances and at the express wish of the Ministry of Health, this report is substantially re- duced as compared with reports prepared under more favourable conditions. So far as I personally am concerned, I have been engaged to a considerable extent in the preparation of hospital provision for possible civil or military cases and developing the casualty service of the A.R.P. organisation in the County. Although these duties have necessitated my being domiciled in Ruthin since the commencement of the war, the functions of the department in Wrexham, where all public health activities are concentrated, ha\e worked smoothly and it is a pleasure to record my ap- preciation of the loyalty of the staff there and the conscientious manner in which they have performed their many tasks. There has been no depletion or alteration in the personnel of the department during the year, with the e.xception of the calling-up of two clerks for military service. I wish to thank the Committee for their whole-hearted support of all my recommendations, and also to Mr. William Jones, C.R.E., Clerk of the County Council and his Deputy, Mr. ^^blliam Roberts, for their helpful ro-o])er;Ltion at all times.
