    cost ^1,300, from plans prepared by him. The water to be discharged on to the filter beds by an automatic* flushing syphon. The aeration of the water being by this means much increased. Tenders were received, and that of Mr. Vale was accepted. The work is progressing favourably. The cutting off the turf and moving the top nine inches of soil was done by the Asylum Staff with the help of patients’ labour, I regret that I am unable to agree with the optimistic views expressed by the Commissioners in Funacy as to the non-increase of fresh or occurring Insanity. No doubt the factors mentioned in their Report are chiefly concerned in the increase, still, at the same time, taking,* their own figures as a guide, and knowing the over¬ crowded state of all County Asylums, I am forced to believe that Insanity is on the increase. We have to regret the loss through death of our late chairman, Mr. Berkeley. He was greatty respected and esteemed by all. By his removal we lose one who took a lively and practical interest in our welfare. Mr. Brinton has taken Mr. Berkeley’s place in the chairman¬ ship of the Committee. The New Buildings are complete and ready for occupation. The Farm shows a profit of ^929. 14s. on the year’s working. £612 of this amount is due to the increased value of the stock (live and dead). I have to thank the Editors of the following papers, “ Berrow’s Worcester Journal,” “The Herald,” “The Chronicle,” for their kindness in sending copies of their papers for the use of the patients. In January last Dr. Cooke was appointed one of the Commissioners in Iyunacy by the Ford Chancellor. To the vacancy thus created your Committee did me the honour to appoint me. I feel I cannot let this occasion pass without adding my testimony as to the ability of Dr. Cooke, and to the great interest displayed by him in all matters connected with the Asylum. He carried with him the goodwill of all his staff.
