    will thus be seen how necessary and desirable it is that there should be a plentiful supply of good, sweet, clean cow’s milk. The days that we have gone through and are still ex- periencing have brought home to the public the great importance of a sufficient milk supply. The farmer does not produce milk as a pastime. He is entitled to a reasonable profit for his labour, outlay of capital in animals and food. It is a curious trait in human nature that sugar, tobacco, beer, or even paper, may go up enormously in price without occasioning one-tenth part of the concern that a rise of a penny a quart in milk will do. The in- ference is that milk is very necessary to the public. The moral and business duty of those concerned in its production and distribution is to see that the people have it in sufficient quantity and of the best quality. As regards the necessity of a cheap and plentiful supply of good milk for babes and children, the remedy against high prices is not to penalize the farmer and dairyman, but to initiate and encourage State, municipal or co- operative action and effort and give every opportunity for the improvement and development of one of the most important maternal attributes of woman.
