The Grand Reform banquet at Paris had just been prohibited and in consequence Revolu- tionary tumult had broken out, barricades thrown up, the Tuileries ransacked, the prisons opened and frightful disorders committed. Louis Philippe had abdicated and the Royal Family and ministers escaped. A Republic was proclaimed from the steps of the Hotel de Ville.
