    Minor sanitary matters. 6 1 regret that the covenant in the contracts requir- fl A jng the disinfecting of old sewers and their contents before being removed has been disregarded in spirit, of not always in fact; there would appear to have been no machinery for the enforcement of the terms of the covenant. Further progress has been made in the necessary steps for the establishment of a new Cemetery, and a Local Government Board Enquiry was held on February 19th of the present year. Among the minor matters which affect the Town a should be recorded, viz.: (a) Difficulties having presented themselves with regard to the supervision of Workshops, under the Factory and Workshops Acts, the Inspector has been elected an Inspector of Nuisances under the Public Health Act, L875, in order to invest him with the necessary powers. (/j) A letter was received from the Local Govern- ment Board calling the attention of the Council to their obligations under the Food and Drugs Act, whereupon it was handed to the Medical Officer of Health for his guidance in the matter. cl (c) On the representation of the Borough Surveyor and Medical Officer of Health, it has been agreed:— “That the Borough Surveyor be asked to give a certificate in all cases where he considers the flushing apparatus to a w.c. or any premises inadequate, so that proceedings may be taken under Sec. 36 of the Public Health Act, 1875.” And it was further agreed that: — “ A public notice be issued to the effect that all owners of dwelling houses without sufficient water closets within the meaning of 38 and 39 Vic. Cap. 53, Sec. 36, will be called upon as soon as the houses are connected with the new sewers to supply sufficient water- closet accommodation. Closets depending upon what may be called hand flushing will not be considered sufficient.”
