    They will lock their gates at a quarter before 10 o'clock, previous to which hour all persons should be inside the enclosure. All persons returning after that hour are to be reported to the physicians or stewards, according to their position in the house. They are to note the hour of going out and re- turning of those employer] in the care of the patients or in the domestic departments. They will also report each morning to the physi- cians or stewards the names of any persons em- ployed who may have been out during the night, and the hour of their return. They are never to ask for a gratuity from any visitor, and they will always refer those asking in- formation about patients to one of the medical officers, and they will be careful about giving infor- mation to patients in regard to visitors. They are to request patients and all others to avoid standing in or about the gateways, and they will be careful to report all irregularities or impro- prieties of any kind that may come under their notice. All persons employed in any way on the premi- ses, and not mentioned specially in these Rules, are expected nevertheless to conform to the general spirit of them in the performance of their various duties.
