    Local Blind Welfare Committees have been formed in several of the County Districts, and it is hoped that very shortly the whole of the County will be covered. The Scheme and Constitution of the Monmouthshire County Association for the Blind was given in last year’s Report. The Ministry of Health are preparing a new scheme under Section 102 (I) of the Local Government Act, 1929. Under this scheme grants previously made by the Government are transferred to Local Authorities. The County Council has raised objections to the renewal of the grants to several associations dealing with the blind on the ground that no Monmouthshire cases are now being assisted by those associations.
