As the beft Means of difcovering the Con¬ dition and Circumftances of the Perfons fo to be apprehended, the Act may direct that Perfons defirous to Travel for Trade, Har- veft-work, or on any other lawful Occafion, may have Letters-Teftimonial from any Juf- tice of Peace, cr Director within each Dif¬ trict, fpecifving the Name of the Perfon, his Occupation, Place of Abode, Time when given, Place or Places to which he is going, and on what Occafion, and when apprehended it may appear from this, whether he is pur- fuing his Journey and Bufmefs or not, and when thought proper to be difmiffed from the Houle in luch Diftrict, he may receive a new Teflimonial from the Directors, exprefling the Time and Occafion of his being detained there if thought proper. To prevent the counterfeiting thefe Tefti- monials, the Act may direct a particular Seal to be put upon them, naming the Diftrict in which they are given, with fome Mark or Device upon it, that may be thought mo ft effectual for that Purpofe. If Directors refufe to hold Quarterly Meet¬ ings, or to make the neceflary Rates for the Purpofcs of this Act, to be liable to a Penalty, and Two juftiges of PeacQ in luch Cafes, to
