Proposals from at least two responsible dealers, rroposaismust each stating the price at wnicn he proposes to lurnishtaiu special re- the articles or make the repairs, will be required to accom- pany all special requisitions for purchases or repairs, and no expenditure of this character will be incurred by medical officers or acting assistant surgeons of the Marine- Hospital Service without specific authority from the De- partment, except in cases of emergency. Requisitions should be made for each class of articles in order that they may be referred to the dealer or contractor for each separate class. 255. For such absolutely necessary services, purchases Emergency pnv- including articles of subsistence not provided for by con —• - tract and repairs as require immediate attention, and in- volve but small amounts, bids will not be required; but . it must be satisfactorily shown that the expenditure was immediately necessary and that the necessity therefor could not have been foreseen by ordinary care, and the exigency must be certified on the face of the voucher. 256. All bills on account of the Marine-Hosijital Service Bnis. will be required to be rendered in duplicate, on the proper Forms 1937,1938. blanks. They must be itemized, and in cases where serv- ices or articles are furnished seamen the names of the latter must be given and the items specified, as far as practicable. 257. Upon bills incurred under special authority from Antiiority to he the Department, the particular authority for the expendi- ture will be referred to, and the dates of Department let- ters or circulars authorizing them must be given. 258. As far as practicable, every bill incurred on account when to be of the Marine-Hospital Service, at any relief-station, will be obtained and promptly forwarded, as soon as con- tracted, to the Surgeon-General.
