It is obfervable in the Return made from this Borough, in the 1 $th of Charles], it is laid to be per Burgenfes Inhabit antes, the latter of which have from that Time voted, if they were Housekeepers, and paid to Church and Poor King Charles I. by Charter, in the 3d of his Reign, reciting Several Leafes made by his Royal Progenitors to the Borough, did, in Con- fideration of 100 /. paid by the Mayot an^ Ejir- 0tiles, grant them tor ever the Meadow called Great Heartham, containing 20 Acres, anothei called lyings-Meads, of 29 Acres and a Rood ; half an Acre of Land within the Borough, cal¬ led Little Heartham ; three Roods within the Borough called Britchery Green, and the Seffions- Houfe in the Market-Place; the Wafteof all the Streets and Lanes ; and all the Buildings and Profits thereto belonging, except Stalls for¬ merly built in the Streets or Waite, and the Ground they hand on, and all Rents referved for Ereftion or Encroachments formerly made within the Borough, with Liberty to keep Courts for the Manor of Hertford} in theTown- Houfe and Seffions-Houf'e. There is alfo a Charter of King Charles I. in the 6th of his Reign, under his Privy-Seal, granting to William Earl of Salisbury., and his Heirs, upon a Confideration mention’d, the Manor and Caftle of Hertford, with the ufual Privileges; and the Fifhing of the Lea within this Manor ; the Toll of the Bridges of Hert¬ ford^ Ware, and Thele, with an Exception of all Things in the former Grants to the Borough. The Earl and his Heirs have ever fince let the Court of the View of hranc-pledge, and Toll of Hertford -Bridge, to the Corporation for Twenty*-one Years from Time to Time. The fame Earl granted a Leafe of the Caftle to Sir William Harrington, Knt. for a Term of Years referving 10 s. per Ann. Rent. This Leafe was affigned to Sir William Cooper, firft a Baronet of Scotland■ after of England, in the Seventeenth of Charles I. Sir William's eldeft Son was John, who, with his Father, was a great Sufferer for their Loyalty to King Charles I. and were im- prifoned in Ely-Houfe, in which John died : But Sir William had the good Fortune to out¬ live the Times, and to pafs the Remainder of his Days in this Caftle, with Honour and Efteem. He devifed his Term in it to his fifth Son Spencer. Spencer fold it to Eaward Cox of Chefhunt, who, after he had improved the Place, fold the Leafe to Sir Williams Father of the late Lord Cowper, a Defcendant of the Family he bought it of. Sir William gave it to Spencer Cowper, Efq; his fecond Son, and he fold it to Jofeph Collet, Efq; once Governor of Fort St. George, who lately died poffefled of it, having only the Life of Spencer Cowper, Efq; upon it, befides his own. Mr. Collet left only Daugh¬ ters, by whom the Leafe was fold to-Btn- yon, Efq;. Over the Gate of the Caftle are quartered the Arms of France and England. Next above are the Arms of Spencer Cowper, Efq;. , Above all, King William III. on Horfeback, with this Motto: __Et Laribus tuum MiJcet Numen-- King Charles II. by Letters Patents 1680. granted this Borough to be free, and remain fo for ever : The Bounds of it are here afcer- tain’d ; from the farther End of Kjngs-Mead, to the Highway leading from Hertford to Ware, where a Poft ftands ; thence including the Highway to Little-Trinity Field, where ftands a Poft ; thence along the Ridge of the Hill, to a Poft ftanding at London-Crofs Hill ; thence to Falling Crofs Gate ; thence to the Poft in the Highway leading from Hertford to Berkamfied ; thence to the River Lea, and the Poft in the Highway from Hertford to Har ting for diary ; thence to a Poft in the Highway from Hertford to Benjoo Street, at the Foot of Port-Hill; thence to the farther End of Kjngs-Mead, including the River all the Way.
