Such, Gentlemen, are the remarks which I consider myself called on to offer for your con- sideration. They are the fruits of personal obser- vation and painful experience. They are presented to you in the present form, from no malicious desire to offend, or idle hope of effecting changes. The absence of every hostile feeling from my mind assures me of the former; my obscurity is a suffi- cient pledge for the latter. The utmost I look forward to is the occasioning of inquiry.
