![I. The corps of the United States Marine-Hospital organization. Service shall consist of the commissioned officers of the service, namely: The Supervising Surgeon-General, sur- geons, passed assistant surgeons, and assistant surgeons; and the non-commissioned officers and employes. SUPERVISING SURGEON-GENERAL. 2. The Supervising Surgeon-General will be selected from among the surgeons when a vacancy occurs in that rank. 3. The Supervising Surgeon-General is charged by law with the supervision, under the direction of the vSecre- tary of the Treasury, of all matters connected with the Marine-Hospital Service and with the disbursement of the marine-hospital fund; the conduct of the quarantine service, and the publication of the weekly abstracts of sanitary reports and other information ^aertinent thereto. The medical officers and acting assistant surgeons will re- ceive their orders from the Supervising vSurgeon-General. 4. The Supervising Surgeon-General will prepare and revise, subject to the approval of the Secretary of the Treasury, all regiilations and instructions for the gov- ernment of the officers and employe's of the Marine-Hos- pital Service. 5. The Supervising Surgeon-General will exercise con- stant vigilance over officers and employes of the Service, and will cause prompt and impartial investigation to be made of any reported dereliction of duty. 6. The Supervising Surgeon-General will cause the property returns of medical officers and acting assistant surgeons of the Marine-Hospital Service to be examined, and take care that all public property is duly accounted for. The following is the act governing appointments ; Medical officers of tbe Marine-Hospital Service of the United States * Art 4 .Tannary, shall hereafter bo appointed by the President, by and with tho advice ’®ELninatious and consent of the Senate ; and no person shall be so appointed until reqaiird. after passing a satisfactory examination in the several branches of medicine, surgery, and hygiene before a board of medical officers of the said Service. Said examination shall be conducted according to rules prepared by the Supervising Surgeon-Ueneral, and approved by the Secretary of the Treasui-y and the President.
