    PUBLICATIONS. 39. Every paper read before any meeting of the Federa- tion shall be the property of the Federation, unless there shall have been some previous arrangement to the contrary, and the Council may reproduce or publish the same in any way and at any time they think proper. But should the Council refuse or delay publication of any such paper beyond a reasonable time, the author shall have a right to copy the same and to publish it as she may think fit, having previously given notice to the Secretary of her intention. No person shall report for publication the proceedings of any meeting of the Federation or publish or give her consent to the publication of any communication to the Federation without the previous consent of the Council.
