    his Majesty the King of Prussia, for the purpose of ascertaining how Berlin could be sewered, a plan, of which the principle was similar to that now laid before you, as far as concerns the mode of increas- ing the natural fall by mechanical means, B.erlin not being elevated more than 10 or 11 feet above low- water in the river. This being so important a feature in the proposed plan, and the chief cause of the outlay being com- paratively so trifling, I have thought it right to state the fact just mentioned, in order to show that the question has been under my consideration for some years. The very careful examination which I have lately made of the proposed scheme enables me to speak with certainty both as to its being effectual for the objects proposed, and as to the ample amount of my estimate for carrying out the works in the most complete manner.
