    No economic or social question in the history of the United Nations and its specialized agencies has caused more controversy than that of population. The book begins with the League of Nations in which the right of governments to seek to alter population trends was not contested but references to birth control, either as a population роИсу measure or as an element in maternal health, were strictly censored. The authors then describe the early and unsuccessful post¬ war attempts to involve UNESCO and WHO in family planning 'as a prophylaxis against oveфopulation and war' as well as the long debate on the role of the United Nations itself. The book analyses the factors which brought about changes of policy in the UN agencies in the mid sixties and which led to their involvement in action programmes. A final section deals with the new role which the UN system has been called upon to play in relation to what the first Director-General of WHO called 'the problem of problems'. Using population as a case study, the book seeks to identify the factors which determine the policies and programmes of international organizations and the effect of these in turn on policies of national governments. £3
