Humbly offer'd to the consideration of the first British Parliament, upon these following reasons; viz. I. Because trade is very dull. II. Private credit sunk. III. Money scarce. IV. The Seas hazardous. V. Because we are engag'd in a long and expensive War; by which Means all Nations naturally become poor; and so, of Consequence, Objects of Pity, and universal Concern, to all wise and consciencious Governors.
