    FOREWORD BY SECRETARY OF STATE FOR SOCIAL SERVICES AND SECRETARY OF STATE FOR WALES Much of the groundwork for this Paper was done under the previous Government, who also launched in 1969 a new drive to improve hospital services for the mentally handicapped. We acknowledge the work which they initiated. But their plans to finance these improvements did not extend beyond 1971-72. This Paper reflects the very substantial increases in expenditure on services for the mentally handicapped made possible by the Government’s decision, referred to in paragraph 28 of the White Paper “New Policies for Public Spending” (Cmnd. 4515), to adjust forward expenditure plans to provide for an additional £110 million over the years 1971-72 to 1974-75 for the health and personal social services in Great Britain, particularly for the elderly and mentally handicapped, over and above the provision planned by the previous administration. It also describes the rate of progress thereafter which seems practicable on present assumptions about public expenditure in the longer term. KEITH JOSEPH, Secretary of State for Social Services.
