![He must understand the hygienic methods of plumb¬ ing, jomermg, bricklaying and building construction. He must be able to justify his attitude to food purveyors when dealing with unsound food. He has to be just to the owner, and yet safeguard the health of the occupier. Whatever an inspector’s qualifica¬ tions are, he should be a man who is capable of taking a reasonable view of matters as they are presented to him, not forgetting to see the aspect from both sides. My experience is that consultations have done more towards the progress of public health than any other measures adopted. It is the personal element where the interview convinces your consultant of the (;[uestion under review— whether by sound reasoning or practical demonstration.
