    1.16 Throughout the report the four parts of the UK are dealt with together. Wherever possible we have made what we say apply to each part of the UK, but the wide range of circumstances which exist in them may mean that on occasions what we say is not of universal application. Where important differences between the countries exist they are commented on in the relevant chapters, and Appendix D gives details.
