Lettering continues: "The first stone of this building erected by and at the expense of the city of London, intended for the reception of convicted prisoners was laid on the 26th day of September, 1849, and in the 13th year of the reign of her majesty, Queen Victoria by the rt. hon.ble Sir James Duke M.P. Lord Mayor, assisted by David Williams Wire esq.re, chairmen of the committee of the court of common council, Thomas Challis esq.re and alderman, chairman of the committee of the court of aldermen, appointed to superintend the work and [then follows extensive list of members of the committee of aldermen]. J.B. Bunning architect. W. Trego builder. May God preserve the city of London and make this place "a terror to all evil doers""
