    held once in three months, viz.:—on the first Wednes- day of February, May, August, and November—which meeting shall bo denominated a Quarterly Board. ^'ompeteSf'to Quarterly Boards shall consist of, at least, nine Governors; and in case that number shall not be present, the meeting shall be adjourned for not less than seven, or more than fourteen daj'^s; and notice of such adjournment shall be advertised. i°p1Vdin^?'of XVI. Every question shall be decided by a majority c?ptira' ~ Governors duly qualified, and present at any Board when such question is put from the chair. The proceedings of such Quarterly Board shall be conclusive, unless any nine Governors present shall, by writing under their hands delivered to the Chairman, require that the whole or any part of the proceedings of such Board be refei'red to the consideration of a Special Board, in which case the proceedings so referred shall not be valid until confirmed at such Special Board.
