The head of the Department of llos- l)itals shall be the Board of Hospital Commissioners, consisting of the dean of the Medical Department of the University of Cincinnati, the director of social welfare, the chief executive health officer of the Board of Health, one ])ers()n nominated by the Board of Directors of the university and appointed by the nuiyor, and three other persons, citizens of the city appointed by the mayor.
