I am happy to say, continues the Right Hon. gentleman, that these efforts have not been unattended with important re- sults, as will appear from authentic returns of the mortality in the service. These returns have been prepared by the Director-General of the Army Medical Department, and I believe they are perfectly authentic, though it is cer- tainly difficult to believe that so great a change can have taken place in so limited a period. It is possible that the greater youth of some portions of the Army may, to a certain extent, affect the returns, but I believe the difference is mainly to be explained by improvements in the sanitary conditions under which they are now called on to serve.
