It is in fact true to say that v/elfare services to the blind having been established for uany years a.ro the most fully developed of all services provided by the V/olfarc Connittee, The difficulties in connection v/ith the proposed new v/orkshops for the blind have continued. It should bo enphasised how inportant it is, in the interests of the blind, to rea.ch a decision in this natter. All concerned agree that nev; v/orkshops are urgently needed. In this connection an opportunity is nov/ provided for the Council to take into account the need to provide sheltered enploynent for handicapped persons on a slightly Larger scale than is envisaged in the present proposals.
