    VI.—ADMISSION OF PATIENTS. The Medical Superintendent shall be empowered to admit Patients of the First Class, and arrange the rates of payment according to the directions of the Committee, and also urgent cases of the Second Class, provided that they come within the Regulations prescribed, reporting the same to the next Meeting of the House Committee, who shall determine whether they are to be retained or not, and at what rate of payment. The condition and circumstances of all Patients assisted by the Charity shall be reported upon by the Superintendent to the General Committee at their Quarterly Meeting, who shall determine as to the propriety of continuing such assistance or not; and no gratuitous Patient shall be retained in the Establishment more than twelve months unless by special order of the General Committee. In addition to the documents required by Act of Parliament upon the admission of every Patient into a Hospital, a prescribed Form of Agreement shall be entered into by a near relation of the Patient, together with a responsible householder, for the regular payment of the expenses of the Patient whilst in the Institution, and of his funeral, in the event of his death, or for his removal, if from any circumstances it should be required. All payments for Patients shall be made in advance for the ensuing quarter, unless otherwise ordered by the Committee ; but in the event of the death or the removal of a Patient previous to the termination of the period, the balance shall be returned. In the election of Patients into the Second Class {cceteris paribus), preference shall be given to persons connected by birth, residence, or otherwise, with the County of Gloucester, but the Institution shall be open to all persons whom the Committee may deem fit objects for admission. I hereby signify my approval of the foregoing amended General Regulations, with the further alterations shewn thereon in red ink, for the Government of the Barnwood House Registered Hospital for Lunatics, Gloucestershire, so far as I lawfully can or may.
